Professional Profile

  Ms. Li has extensive experience in cross-border legal services, particularly in overseas investment, financing and M&A, cross-border commercial dispute resolution, international arbitration, and compliance for state-owned enterprises.

      In dispute resolution, Ms. Li has represented clients in litigation and arbitration proceedings before the Supreme People’s Court, various provincial High People’s Courts and Intermediate People’s Courts, as well as the ICC, SIAC and CIETAC, achieving satisfactory outcomes for her clients.

On the non-contentious side, Ms. Li has long served as legal counsel to more than a dozen companies, including central SOEs, other state-owned enterprises and foreign-invested companies, and has assisted clients with over one hundred non-contentious matters, including mergers and acquisitions, asset transfers, and domestic and offshore bond issuances and financing.

       Ms. Li has particular expertise in overseas investment, financing and M&A. She is adept at selecting the most suitable foreign law firms for each engagement and, acting as the overall project lead, managing and coordinating overseas counsel to provide Chinese clients with comprehensive, end-to-end risk management for both domestic and overseas aspects of their projects.

Representative Matters

  • International Dispute Resolution  

Successfully acted as lead counsel in an ICC arbitration for a state-owned power construction enterprise in a major overseas engineering dispute, prevailing on all key claims; the matter was recognized as a '2025 Benchmark Case of the Year' by LawNew Agency.

–  Successfully represented a listed company in an international sale-of-goods dispute, obtaining a judgment in the client's favour; the case was named a 2022 Shandong Provincial Court Model Case on the equal protection of Chinese and foreign parties, and is included in the Supreme People's Court Case Database.

–  Acted in the Qingdao Arbitration Commission's first-ever English-language arbitration (US company v. Rizhao company); named one of QDAC's Top 10 Cases of 2021.

–  Represented a Russian corporation in proceedings to obtain recognition and enforcement of an MKAC award before the Qingdao Intermediate People's Court; the case was designated as a model case on the ascertainment of foreign law by the Qingdao International Commercial Court.

–  Obtained a ruling in the client's favour on retrial before the Supreme People's Court in a share transfer dispute between a Cypriot company and a Singapore company.

–  Acted for domestic listed companies in CIETAC arbitrations against counterparties from Canada, the USA, and Mexico, prevailing in each matter.

–  Represented an Australian company in proceedings to obtain recognition and enforcement of an ACICA award before the Linyi Intermediate People's Court.

–  Acted for an Ethiopian client in an ICC arbitration arising from a product quality dispute, securing an award in the client's favour.

–  Acted for a Shandong listed company in a product quality dispute against a Canadian counterparty, obtaining a judgment in the client's favour.

–  Advised on equity investment and onshore/offshore financing for the Hong Kong subsidiary of a Shandong provincial SOE in connection with Canadian mining group BLK.

–  Advised on a technology transfer arrangement between a Beijing-based SOE petrochemical engineering company and a major Russian state-owned enterprise.

–  Advised a state-owned shipbuilding enterprise on a share acquisition from Samsung Heavy Industries.

–  Advised on the acquisition of a listed textile company in Indonesia.

–  Conducted legal due diligence for a listed company in connection with establishing a joint venture in Cambodia.

–  Conducted investment due diligence in the United States for a Qingdao municipal SOE.

–  Advised on an equity transfer involving an international port company in Indonesia.

–  Advised on the acquisition of German company KW by a Qingdao municipal SOE.

–  Acted for a Shanghai municipal SOE in debt recovery proceedings against a Russian debtor in foreign insolvency.

–  Advised a Hunan-based private enterprise on the acquisition of a Russian airline.

–  Acted for a major Qingdao-based foreign-funded company in debt recovery proceedings against a Canadian debtor in foreign insolvency.
